static gifs (as far as I know) are just non-moving images. most programs can save an image as a gif. These include paint, photoshop, and imaging. I'm not sure what kind of raw data you're talking about and if it needs to be tagged in the file, or part of the image, or what.

A static GIF is one that is not animated. most samm pics on the net borders lines , arrows n things are static gif images.
The making the gif thing and all that i cannot advise on causee im not exactly sure what you're trying to do.

There are two types of .gif files
Static and Animated.
Static is simple a single image, you use image softeware to manipulate or create the images (Such as Paint.net, Corel Draw, Paintshop, etc.)
An Animated gif is really a series of gif images that are saved as a single file but when viewed appear animated. Each "cell" in this type of gif is a single image but put together they create the simulated movement.
