Adobe's Dreamweaver is the industry standard and has a ton of tools, views, windows and plugins that make design easy and streamlined. It also incorporates FTP features so you can upload your files to your site very easily. I love their ability to export/import site definitions so you can easily connect to a server if your computer crashes or get a new installation of the software. I'm a web designer by trade so I really enjoy using it. Although it is expensive there is a nice free 30 day trial on their website. Another option is Microsoft's Expression Web app. It is free and has many of the same features. It's a great alternative.

If you're specifically asking for web DESIGN, as in, layout and graphical elements, it's probably Photoshop.
If you're talking about developing the website, as in, writing HTML, CSS, JavaScript and PHP, go for Notepad++ for a lightweight powerful text editor, or try the PHP bundle of NetBeans for a full-fledged IDE.
Dreamweaver is only suitable for people who can't code and want a few simple, static webpages.

you can search for cracked version of it on Google

visual studio is a hell lot powerful than dreamweaver , i even create my jsp application in it. It all depends on your fluency with tool, one of my employ was even so capable that he hardly ever used coral draw or photoshop, he made his work with just plain old ms paint. amusing isn't it.
