I made one successfully:

Im pretty sure I did everything the same. so how can you fix it so the previous frames keep "sticking"

Okay, first off, GIMP does not treat the 'background' as a special background to be applied to all the other frames. Rather, it treats the background as a separate frame of its own.



Second, unless otherwise specified, GIMP saves GIFs with previous frames preserved. This is almost never what you want, so why they made it the default I have no idea. In any case, this is what is causing the 'repeated' tongue in your animation.



The solution, accordingly, has two steps. First, copy the background layer, make a copy for each layer of the dog animation, and merge each of those layers down onto its corresponding background. Then save as a GIF, and in the dialogue box when saving, look for an option that says something like 'discard previous frames'. You might have to open an extra menu to find it. Check that option, then save.
