I prefer to use Macromedia Flash for my drawing since it works the best for me. I recently bought a tablet laptop with Windows 8. I installed the program, but I'm having an issue. Whenever I try to draw, instead of creating the lines, it think I'm trying to scroll the image. Does anyone know a way to fix this?

This is just a design flaw with how touch commands are processed by certain applications, unless you can find something in the settings for Macromedia to change the scrolling controls you'll just have to find an alternative method. Touch screens weren't around in the time Macromedia was, all I can really suggest is to upgrade to a newer version of Flash (Adobe Flash Professional) as expensive as that might be. (Side Note: Flash isn't dieing, get in the games industry and you'll learn that).

Doesn't the tablet have a setting to disable scroll and sensitivity and stuff on the touch screen?

Macromedia has not produced Flash for many years.

Flash is not supported on touch screen tablets and mobile devices.
