What programs/software can make animated graphics?

I want to know what programs or software I can make animated graphics/gifs with?
Not gimp! I need Something more advanced with more features. Does paint shop pro let people make animations? What about photoshop? Please can someone give me a list of programs/software that lets people make animated graphics? I don't really want it to be complicated but, gimp just isn't good enough for animated graphics. It doesn't do all I want it to. I want to be able to make animated backgrounds,animated text,animated greetings,animated wallpapers,animated pictures and other animated images. I want to be able to make stuff flash,glitter and other kinds of animation. Please let me know what programs can do this!

But GIMP can be used to make animated backgrounds and text for GIFs and the other things you listed. It's more than capable. GIMP is the most advanced image editor you can get for free. Adobe Photoshop is very expensive - like $20 per month expensive on the Adobe Creative Cloud and is really no more capable than GIMP when it comes to creating animated GIFs. In fact there are a couple of things GIMP can do animation wise, that Photoshop can't - such as true morphing between photos, and running scripts to set text in motion.

If you want actual dedicated animation software you can use SynfigStudio which is free http://www.synfig.org/cms/ for 2D animation, or Blender which is also free http:/www.blender.org - for 3D animation. If you create animations and output as video, then you can also import video frames into GIMP to convert them into GIFs.
