Inserting the jpeg into AutoCAD is easy, but there is simply no way to convert a jpeg to a .dwg file to edit it. You either have to obtain a CAD file from whoever you got the jpeg from, or trace over it.

This cannot be done accurately... even if there is some kind of "magic" program that claims to do it, raster images cannot be accurately converted to vectors. I could do it for you, but I charge about $75 per hour. I do this all day long for a living. If there were a better way to do it, I would have found it by now.
ADDED: Tracing over the JPEG file won't be accurate either. It's best just to use the dimensions and draw it from scratch... or get the original DWG file from the creator.

yes right click the jpeg and choose edit . The windows editor will open with the jpeg. Go to file in upper right corner and click on it then choose save as. when the box to save comes up click on the arrow and a drop down menu will appear. choose an extension that will open in autocad and save the jpeg. Now you should be able to tranfer the picture to autocad.

A guy from work said there is a way to do it using one of the Adobe programs (I think illustrator...i guess it can convert jpegs to vectors). But he is in europe right now so I can't ask him.
I'd suggest searching for terms like how to convert jpg to a vector image.
