For example, the graph shows two sets of data with say dollars on the left y-axis and percentage on the right y-axis.

There are two chart type options in the chart wizard if you are starting from scratch, both on the Custom tab. If you want a line chart, use the "Lines on 2 Axes." If you want a combination line & column chart, use the "Line - Column on 2 Axes" option.
For more customization, you can create a chart with options (like scatter, bar, or area) as you would normally. Follow these steps to add a second axis. (Note: this does not appear to work with 3-D charts, and won't work with charts like pie charts.)
1. Right click on the data series you want on the second axis.
2. Select Format Data Series.
3. On the Axis tab, select Secondary axis under Plot series on. (If you don't have an Axis tab, pick a different chart type. This tab won't appear for all chart types.)

So you want two graphs on one sheet just use the chart wizard and save it on same page for both and shrink it down to fit or you can add two series one for dollars and percentage on one graph and they'll be color coded with a lengend.
