Just want to take a passport size photo and send it to my HO. They asked the size should be 1.75 inches X 1.25 inches, but i found only pixels size measure in MS picture manager. So i just want to know the difference or resize the picture in inches.

Poke around in the Help for MS Picture Manager. You should be able to change the unit of measurement to inches, cm or pixels.

Pixels per inch vary depending on the resolution of a picture.
