You will need to write some pretty extensive code of your own on top of the native .NET image libraries.

I really could consider Kinshuck. Matlab has the equipment already outfitted in on your prognosis. My suggestion is to easily make your m report and go from there. it's going to be faster then attempting to determine out the set of regulations for signal processing

C# does not have a library of its own, instead it targets the .NET framework.
I have no idea about the iamge processing library of MATLAB, but I believe that the .NET framework has much more powerful capabilities when it comes to image processing. Just my feeling.

I suggest you to use Matlab better for your project. It's ready, you have some extreame experience to write the formula-related code in C# and crack the features of faces. You have to apply mathametic by yourself in C# to complete it, but not in Matlab. To make an application, matlab is ready to run as a window gui.
