Windows Vista vs. MicroSoft Access error dhtmled.ocx?

I have written an Access data base that works just fine for users. I have a client with two computers, both have Access 2003, but one has windows XP and the other has Vista.

The database performs fine on the XP machine, but needs to run on the machine with Vista. When the database is opened on the Vista machine, I get an error message that says there is a missing or broken refernece to the file dhtmled.ocx. Should Vista have a file called dhtmled.ocx version 1.0 or is this an Access problem?
