how to convert JPG to TLS ?

i need to convert it to use it as a logon screen
but unfor. tune up reads only TLS
so please can u give me a site of any jpg to TLS converter

You basically need to use their utility: TuneUp WinStyler.

Do you mean to use it as a login screen for windows? if so then you CAN use jpg just read this http://www.kodyaz.com/articles/change-windows-7-logon-screen-background-using-registry-oobe.aspx and do what it says
