I'm a part-time developer and WAMP has never given me an issue. It does everything in your #2 and more.

XAMPP and easyPHP are similar programs that work just as well.

I personally prefer XAMPP. It is an alternative to Wamp, but I've run into fewer errors when trying to setup my machine. XAMPP is very flexible and allows you to emulate a web server very easily. If you are worried about hard drive space, XAMPP or WAMP are programs that can be run from a USB drive or external hard drive. I'm assuming that the 21MB is not actually the size of WAMP once installed and extracted. It contains php+mysql+apache in its install, so it should be roughly the same size once you have it set up.
