how can i create a php.ini file, I need it for smf forum for their download system.

as far as i know php.ini file is already created or bundled with php

If you have php installed on your system then search for php.ini file and upload it to your forum to download ...

otherwise download WAMP server to install php or you can download php.ini from other site....

You're can't to create php.ini file ... you just can to find it by this way ...if you work in the localhost...you just need to open Start --> Run ---> and write php.ini ..
