Microsoft has an online command-line reference, plus a downloadable version.

https://technet.microsoft.com/en-us/library/69baa34b-d4b3-40ec-bd2f-12d98f7802d5

https://download.microsoft.com/download/7/2/9/729BB069-C0B9-4C68-9245-0ED23C11B6ED/WinCmdRef.chm

The online version provides expanded information about some commands.  For particularly complex commands such as Netsh, you're referred to separate documentation like https://technet.microsoft.com/en-us/library/cc754516

Here's a typically tutorial; there are hundreds more.

Go to run/search-type cmd and hit enter. Google the 'Command Windows' for your required command

I would recommend Youtube tutorials and reading books/PDF's

YouTube has the very best tutorials, so I'd do a YouTube search and find it there.
