PHP does come under web technologies. It is one of the 3 mainly used server side programming languages - alongwith Java and .NET - used to code web pages. If you have noticed most of the forums such as pagalguy run on PHP. However, it is not a widely used technology for enterprise level programming due to better security features, clean coding and support of the 2 other mentioned languages.
