You are probably going to get different answers from different people and keep in mind some of them may be trying to promote affiliate links where they get paid if you buy. With shared hosting you will always have some issues depending on where you get your hosting at. I'ts not a perfect system. I currently have my sites at bluehost, but it can be really slow sometimes. However, It's rare that I have down time. Just try talking to people who actually use some of the main hosting providers and see what they are saying about it. Take a chance and just pick one.

I'd personally go with 1 of the top 3: startlogic, bluehost, or hostgator. It all depends on what you think is the most important? If its customer service go with bluehost, if its an all rounder: start logic, hostgator is the webmasters favouriteand has a lot of features.

Download wordpress plugins like"reCaptcha" to prevent spam, download SEO plugins so that people find your blog through search engines like Yahoo! and Google. If your blog is successful, meaning you get 100's of visitors a day, download "cache" plugins so that the sever won't be as slow. If you blog is indeed successful upgrade to a better hosting plan. perhaps get a dedicated server.
