I had just formatted my netbook. Now every time is start it up it says "Missing BOOTMGR" seeings i do not have a disc drive i am wondering how to open the command prompt on startup so i can run the programs from my flash drive. Thanks so much.

Unfortunately, Command Prompt, unlike with Windows 9x and previous, requires Windows to be running. The command prompt in Windows XP, Vista and 7 is only an interpretive shell. Windows does all the operating system stuff for it.
There is, however, a boot-time program called the Recovery Console (not to be confused with System Recovery, God forbid!) that permits file copying and such without Windows. Recovery Console comes with Windows system CDs, but NOT necessarily with systems that have Windows pre-loaded on the machine. Hewlett-Packard, in particular, seems to not like releasing Recovery Console to its customers.
If you can find someone who has Recovery Console, you might be able to do some repair on the disk. Scour the Web for help.

not sure if this method works, been a while since I've used windows, but try putting a shortcut to command prompt in the start menu, I think there might be a tab called start up. I used to use that method for other programs so it should work for command prompt. xp was the last windows os I used.

You appropriate click on on your pc, and visit properties, then you definitely click on on the internet tab, and in spite of is checked, or u see it, uncheck it, or attempt to click on it, and it is going to supply u an option. ----if youin case you didnt get it, i'm very Sorry----
