1- Buy a domain name.

If you are just starting out with web creation, Microsoft Office Live Small Business has a very good free, easy to use website designer. While it's targeted at small businesses, it works very well for charities, non-profits, hobby sites, etc. It also has other things included as well, such as free email, form designer, contact manager, team workspace, etc. This is a free service and Microsoft is offering a free domain name (i.e. yourdomain.com) for the first year. If you need help with website building, there is a great support forum there to help you out, esp. with getting your site into search engines, design tips, etc. Try it out:

It depends how much functionality you need out of your free web/domain hosting, and whether you can put up with your host's ads popping up all over your web site. There are providers with no ads; however most of them provide the free service with limited functionality to entice to signup for their paid service. For example, if you need to send emails from your web site, you will find that most free providers either don't provide the php mail function, or charge for it in some form or another.
