The one that you know, provided it uses MAPI (mail application programming interface.) I wrote one with VB6.

probably something from the C family. Why are you wanting to develop this? If the price of outlook is too much take a gander at Thunderbird (link in source). But i'm thinking if you are asking this question you may not want to try to accomplish this task as Outlook is sooo much more than an e-mail client and one person building something like this would take quite some time.

I would use C or C++ either one. If you really want a challege develop it in ruby or python.
