Visual Studio 6 is a version without .NET

If you have the MSDN subscription, you may download there

But anyway even in VS 2008 you may create the not .NET application

Visual Studio 2008, as previously mentioned, DOES allow for code to be written without the .NET Framework. But Classic VB is no longer supported by Microsoft. It's only VB .NET now. You can download Visual C++ 2008 Express from Microsoft, as it allows for standard app. development that isn't based on .NET.

As of Visual Studio 2008 all programming languages, except C++ are .NET based. So, grab the C++ one.
