The easiest thing to do is turn the left frame into an html and add links to each files. you may be able to find a script such as perl that can add items automatically, but i have not used them before. Sorry to dissapoint you, I know how it feels to try your best and not be able to do exactly what you want.

If you go to my images link and go to view --> source. you should be able to retrieve the html from there.
Once you have a working example working with images being clickable and viewed in another frame, the rest of your question to answer may be slightly harder as you would either have to use ASP or vbscript ( I would suggest you use vbscript ) to start with and make use of the FSO ( File system object ) and get vbscript to check the directory every few seconds and if it has any extra files to add them onto the end of the first frame with the relevant html etc.
If you need help with that, I will try my best to help you but it may take some time to figure out obviously.
