I want to add a hyperlink to a jpeg graphic so if you click it, it takes you to the designated website, How and what program does this?

this makes the image a link

if you want to make "sensible" only part of the image, you need imagemap

You can use a simple tag if you're coding the website from scratch or with most web design suites you can right-click the image and add a hyperlink. The tag will be something like:

Yes, but you would need to break the picture up into pieces and then attach the hyperlink to the piece that holds the point. If you do the page in Flash, it's really easy. You just place an invisible button on the part of the picture.
