Apache is the webserver on which normally Linux hostings do work. Do check with your godaddy to consult if they are running Apache on their servers.

It must be listed in your package plan at the first place or ask to the customer support.

Apache is the most popular web server software available. mod_perl is a plugin for Apache to run perl scripts.

If you have something that requires Apache with mod_perl it most likely means your host needs to support perl one way or another (and that the instructions are most likely written assuming your host has apache and supports perl with mod_perl instead of some other combination)

So check to see if your host supports perl. If it doesn't and you arn't running a VPS or Dedicated Server, you won't have the ability to change it so you'd have to ask them to change it or to switch hosts.
