I want to save some drawings but have a fancy DVD like visual menu of some kind where I could click on the small icon and it would bring up the image, much like on a website.
I went to COMICCON and picked up a cd of this artist's artwork and it felt like I was going through a website even though it was all on the cd itself.

Static web pages can be written to show off your artwork. It doesn't matter whether those pages are on the Internet or on a CD, as long as you have a web browser capable of rendering the HTML files.

HTML is just one method. There are also programs that can be run from the CD to show off your work. HTML, however, would be the most universal, they can be read on practically any desktop with a visual browser (Windows, OS X, Linux, Solaris, FreeBSD, etc).

If you are unfamiliar with creating web pages you should either hire someone to create one for you, pick up an HTML HOW-TO book or find a computer program that will help create one for you. There are a number of free programs out there to help you get started.
