That's Microsoft Foundation Classes -- a vast collection of C++ class definitions for Windows programming in Microsoft Visual C++.

Simple answer: In the beginning to program Windows, you would use C with the Win32 API. (see Charles Petzold's book for more info) The C Language has drawbacks, as it is not object-oreinted. Microsoft then developed MFC or Microsoft Foundation Classes, which is a C++ group of classes that wraps the Win32 API to allow for easier GUI programming. Borland also came out with their own API called VCL (Visual Component Library). You can also use other api's like Qt by Trolltech and GTK. Microsoft latest creation is .Net and the WPF(Windows Presentation Foundation), which makes it even easier to develop GUI apps.
