Yes, but you have to have a website to host (as in, all the HTML documents and related assets.) You would also have to update it manually, have a server or PC that is constantly on, and have a constant and reliable internet connection, with a decent upload bandwidth.
If you have all that, install a web server of your choice (I would personally suggest lighttpd or nginx over Apache as they're much more efficient and simpler), configure, and enjoy.
