I'd like to know how to make a new web browser. Is there any websites that any website that will give me hints on how to make a web browser?

You can make a basic one in Visual Basic, google web browser in visual basic, should get lots of hits and sample codes.

No. This is a case of "if you have to ask you can't do it". Basically, you open whatever you write your programs in and write a web browser program. Before you can do that you need at least a few years of programming experience. (Most browsers probably have 50 years of more of programming experience in them - browsers are written by teams, not by individuals.)
