What is the best web hosting service out there?

I'm going to be starting my own website soon, and I obviously need web hosting for that. I've looked at many different services that offer web hosting, but I'm not sure which one is the best. Any recommendations? I saw a list of the best web hosts from this website:

It means you can access your account whenever you want to update your web pages, and users can enter your website whenever they refer to your site address.
