It seems that your MySQL server is not working on your machine, or they are some wrong settings on that MySQL server. In 99% of the cases, the reason behind this problem is that MySQL is not working, make sure it's turned on.

If you're having problems with XAMPP, then you can try this guide: http://www.itoctopus.com/how-to-work-on-your-joomla-website-offline

the database is often saved interior the unique pc the place you put in it. you ought to a minimum of made a backup database unload for it. in spite of the shown fact that, in case you already put in a clean and has pointed out a clean database call, you will ought to alter the database call interior the configuration.Hypertext Preprocessor. yet this is many times leads to greater blunders than none. you could made a database backup from its unique pc by making use of exporting it to an sq. record, then, import it on your newly created joomla. this is completed in phpMyadmin. go with your database and click Import and study the slq record you created. if this is impossible, you could have initiate yet lower back with your database entries.
