Do all web designers code HTML in english? Or, can they code HTML in their native language?

For example, do Chinese web designers code HTML, CSS, etc, in Chinese characters? Or, do they code the HTML in English, but type content in native language?

HTML elements themselves are what they are. So generally, yes, they do all of the markup in English. However, I would not call it that. Learning a very limited set of abbreviations and unrelated words (head, img, ol, li) is hardly what I would say is "coding in English."
Since HTML is simply a subset of XML, it is quite possible to add your own tags in any language and define their appearance and behavior in CSS. But the HTML language specification itself is in English.

html tags are english (not that
is really 'english' as such)but other items can be any language - look at the site belows source code - you'll see a lot of french in there

html is always the same. the content you want on your site is up to you. it goes between the tags

I think that it should be all in english I didn't used to do it in my country though but I am pretty sure that its all in english
