Your FTP Host: setting is wrong.

You've entered your URL, you need to tell Dreamweaver where you're storing your files, not what your URL is.

Your FTP Host setting should look something like this:

"ftp://vertex.net/"

10061 is an error due to connection refusal sent by the server. The connection is not made due to refusal of target machine to connect with it. It may be due to misconfigured server, full server or wrong Port provided by the client. Moreover, it could have caused due to presence of firewall or anti-virus software on the local network connection. or one of them is blocking the ports required to make a successful FTP connection to the server.
