"Best" is subjective. Try out several and select the one whose features you like the best.

Notepad ++, it will show codes color for anything from VB, JS, Java, Actionscript, HTML, XML, php, etc etc etc. It's free, it's well supported, there are a lot of functions and advanced tools. It's simple but it implies you know how to code!....it's an editor, it's not a visual tool to build websites....but then again most websites are done with similar editors with the browser open on the side for testing.

Good luck!

I use Notepad++ as well. My friends who are real pros do use vim. But having seen your previous question, I think that you are looking for a WYSIWYG HTML editor. Here's a list of good ones that I found:

Guy at the top has my vote Notepad++ although it is an all round web / programming editor it is really good as it colour co-ordinates your code and structures it but it doesn't give you any more help beyond that so any error you make is your own error. And its free so its tops in my book.

On Linux, vim and SciTE.

On Windows, Scite and Geany and Bluefish.

I love notepad++ as you can code by hand and you get the colours to make it simpler to read the code
