Go to yahoo site builder to build a web site. It is designed for those who are not HTML gurus.

You need to get a domain name (eg www.yourname.com)

You need to get a hosting company to store your page.

To run a forum, you need to install a script at your web server.

Tips !!! It is too much :) That can become a book. Just to move a step at a time. In order to design your own site, you need to learn HTML (google to find out more).



Frankly, you need to provide more information. A website itself can mean a lot of thing. A portal, a blog, a plain html site, etc. If your purpose is for business usage, I suggest you to find someone to help you. It will take sometimes for you to pick up. make to site with http://www.godaddy.com. if your willing to pay. Plus you get a real domain name. If you don't care for a domain name, then use http://www.googlepages.com. You will unfortunatelly get a name like yoursitehere.googlepages.com instead of www.yoursitehere.com

Yes you can use a program to make the site easier. Some programs involve no knowledge of html to use, and type in the html for you as you go. Like frontpage or nvu.
