In addition to Microsoft Visual Studios Express you can try:

The http://www.eclipse.org software may also support C++, but I'm not sure.



Both of the IDEs would use Cygwin or MinGW compilers.

A compiler does not rely on a computer's OS (Operating System), but on whether or not the computer can handle the 'compiling'. Things like RAM and CPU speed.



So, if you have a C++ compiler that will run under Windows and your PC is capable of handling it, I don't foresee a problem.



Good compilers use their own environment in which you write (type) the program, debug the code using their built-in debugger, it has color enhancements to point out errors in syntax, creates an executable file which you can also run in its own environment without having to leave the compiler's shell.

PS: In other words, a good compiler program is self containing (reliant) to work in to create a good program.
