Yes, it is called visual programming. Wikipedia has a list of them. The choice of language seems to depend on your application. Although I haven't used any of these programming languages, I've heard good things in general about Squeak. It is based on a well established textual programming language called Smalltalk and has good documentation. They even have some games along with the source code for them.

There are "somewhat" of the types of things you are talking about, if you like to make make games, I hear that game maker is good. But people already know how to program, if you were to take a few computer programming classes you would understand that it is all simple step by step logic. Think of anything you do in a day, and write down all the steps necessary to do it, thats most of the work done right there, coding is basically just taking the work you had already done and compiling it down so that the machine can understand it. Programming applies more to life than anything else, at least thats the way I feel about it. Here is an article that I read back when I was having trouble tiring to figure out what I want to do in life, I hope it will help you as well.
Remember above all else though, with programming you only get out what you put in. If your unwilling to do the work and learn, then you may as well give up now, because you already have.

most amount of development least amount of code (C# or VB.NET) with visual studio 2005 (or visual studio 2006/orcas when it comes out). I hated writing in c++ or java because of how tedius it was, but you can literally drag and drop controls and write minimal code to get the job done with these.
Writing 0 code to get programs... i don't think that's going to happen.
Also SQL Server integration services (SSIS/DTS) is like a graphical programming language that accesses/manipulates data without any real code.
SQL Server reporting services makes reports with very little code (just one sql statement on a datasource) (if you want to get fancy with it you can code a lot of cool things like data extensions and accessing xml directly with webservices)
In a nutshell, sql server and visual studio is going to get you a lot. You can get sql express and C# or vb express for FREE from microsoft.

Visual programming.. Using Objects... In a sense if you simply tweak with a software's controls you are programming.

it depends on what you are doing if you want to make games there are things like 3Dgamestudio and gamemaker6(i use that)
but if you want to be a software developer than you need a language and my recomandation to you is c++
