Can you get your hands on another machine that has the 1.1 Framework already installed?

If possible,:

On the second good machine, copy over gacutil.exe and Microsoft.mshtml.dll

Run the FX install on the machine that's failing.

When the failure happens, run gacutil /i Microsoft.mshtml.dll on the files you copied over

If the install allows you to continue, continue.

If it doesn't, quit and retry the install.

I'd personally go for vb 2010 why the outdated version personal preference or needed for some reason.
