You can complete the file content in Word or any other Processing program, then use a PDF maker like adobe professional to create the PDF. Normally it will retain the text and images well. What's more you can set PDF security settings to protect your file.

If your file is in small amount and not private you can try free one http://pdftoword.com/

Or desktop one which support to batch creation. http://www.pdfmaker.biz/

Try these depends on your needs! Good luck

If you have Microsoft Word, you can easily create pdf files with it:

Method A (only for Office 2007) :

Download and install the Office Addin: 2007 Microsoft Office Add-in: Microsoft Save as PDF or XPS (http://download.microsoft.com/download/f/4/b/f4bfd843-a0b6-4031-aa98-0a3db7403d0f/SaveAsPDFandXPS.exe ) so that you can save your word files as pdf files directly after finishing.

Method B (for Office 2000, 2002, 2003, 2007 and 2010):

Use the free Office to pdf converter Moyea PPT to PDF Converter

http://www.dvd-ppt-slideshow.com/ppt-pdf-converter/

to convert your word files to pdf files directly.

Method C (only for Office 2010):

If you are using Word 2010, you can save the Word files to pdf files directly.

I think you need Advanced PDF Converter as it is very good at preserving the formatting, with text content, page layouts, images, and text hyperlinks preserved. It also allow us to convert a lot files at the same time. I am now using it.

If you have a Mac then it is built into the Print command. Instead of a printer you select PDF output.

Never used this but: http://sourceforge.net/projects/pdfcreator/

http://www.google.com/search?hl=en&client=opera&hs=ewu&rls=en&q=Windows+print+to+PDF&btnG=Search&aq=f&aqi=&aql=&oq=

or you could buy Adobe Acrobat Pro.

If you have Microsoft Office Word 2007 it works really well. If not OpenOffice.org is free.
