Because Apple doesn't want you using anyone else's products. One reason is they insist on a certain level of quality control on their products which is illegal and impossible with Windows's business model. Anythow they do their best to break the alternative toolchain but it's been around since the nineties when they created NeXTStep on GCC:

iPhones basically run the same, but slimmed down OS, as Macs. The XCode, Interface Builder, and iPhone Simulator also only run on OSX. You might investigate MonoTouch which is C# as an alternative to native app development in Objective C.

because the os only supports mac os, you cant write a mac based program on windows or linux as you're code wont run, you need a mac os to create and accurately test your code. I know you can create a linux environment on a windows machine, kind of like a vm, you might be able to do the same for mac,
