Why ask which is easier? Go with what you want to do, not which is the easiest.

I'm a programmer and I do lots of different types of programming and database administration. If you do web development, you'll also be programming. If you're a programmer, you'll probably not get into the design aspect of web development but who knows... maybe. There are shared fundamentals in web dev and programming. The best thing to do is to think about a small project you'd like to do to build your skills. Don't bite off more than you can chew here. If you're a newbie, just create a display web page or write a 'hello world' program. If you're more advances, create a site that does something with a database backend (recipes, birthdays, reminders, etc) or write a program that pulls data from the web and parses it into a formatted table with columns and a header. You'll see that by challenging yourself you 'accidentally' learn new ways of doing things. As your interest level increases, the difficulty decreases. So do something that interests you. Also, there is no BEST way to develop or program. Try different IDEs like Dreamweaver, Eclipse, Visual Studio, etc. Personally, I'm an old school text editor programmer. I use Putty - though I have tried to use programs with lots of bells and whistles, I find that just get in my way. But everyone is different. So, go program or develop something for fun and see where it leads you. By the way, save all of your 'fun' projects. I brought some of mine to my job interview and was hired on the spot.

Do you mean Web Design vs Web Programming?

Web Design is easier. Programming takes way more effort. You literally have to stay up all night learning and experimenting with code.

depends on the interest - if u can`t do coding, algorithms , Data Structure and questions related to them, the go for web development, here u have new ways of doing things, it also involves some fundamental coding , and at advance level these things got mix up, u can go for some of the frameworks like Django, Rails etc....for web development.
