You can use a lot of free programs to extract jpegs from just about any movie file -- or to convert them to an mpeg you can extract them from. Then what you do is open up photoshop, or for this GIMP which I don't always recommend, import each jpeg onto a separate new layer of a document which you create at the same size as the extracted frames, save or export it as a gif, and it should prompt you to save as an animated gif, which of course is what you want. There is also this:

To convert avi to gif, I recommend Honeycam - it can record your screen, so you can easily record videos like YouTube as you play them, and you can edit them, add effects and export them as gifs.

From what I understand, an .avi file is a video file and a .gif file is a picture file (even if it's an animated .gif file).

-You cannot convert an .avi to .gif because .avi files are video file and .gif files are images.
