You need to make sure all the images on your page have a name in the properties panel.
Select the image you want to activate the change
Select the behavior in the behavior panel
When asked to select the image you wish to be used for the rollover state make sure the image you ave selected in the list is the one you want to change (this is why you MUST have them names)
This may seen obscure but it will become clear when you actually try it.
You may need to read the manual or online help - this is a reasonably advance function in dreaweaver.
Ideally though you wouldn't be doing something like this, it's the sort of thing professional web designers seldom do unless there is an actual need to pass over information, it's never used to actually 'just show an different pretty picture' - it takes up a lot of code, means images have to be pre-loaded and frankly just looks like the typical amature gone mad with javascript toys websites out there.

just select the image you want to change and give it an instance name, to make things easier.
now select the image of the menu item, and open the behaviours panel.
select the swap image option, then its pretty self explanetory, select the image you want to swap (the one that you named) and then select the new source.
You can easily get help on swap image, and most other functions in dreamweaver by hitting f1
