There is a software package called scan2cad which will do this

There is a demo on the site.
It actually coverts to DXF rather than DWG but can then be imported easily into AutoCAD etc.

There are many softwares available, the type u are looking for is
" RASTER to VECTOR convertor.
the below mentioned softwares can help u, u can find crack/patch also in net
TracTrix 2000, raster to vector, TOCR, etc....
