It helps if you have prior programming experience, but it is not necessary. You should at least know basic HTML before doing this type of thing.
If you're lazy (like me), you can use a CMS like Drupal or Joomla! to make your website.

No not really. SQL is pretty easy, and PHP isn't too bad. Video tutorials are a good way to learn. I recommend searching through podcasts.
