Recently I have posted some question in C programming on forums, but I don't get quality answers. I'm not asking lazy homework questions, but it seems like none of the forums are friendly (they all assume the question is homework, like stackoverlow).
Could someone recommend a forum that is helpful in C (mainly), C++ and Java programming?

You need to include why you are asking, and include a convincing argument that explains that your question is NOT homework related.
People who answer serious questions don't like doing other people's homework for them, and if you ask a question that SOUNDS like homework, they will assume you're just being lazy.
I have seen numerous questions here that sound like they came right out of a text book, such as "Assume you are the database director, what would you do if ... ", or "Given a (something), how would you solve this?" These are OBVIOUSLY homework questions, and the people who ask these questions don't even deserve an answer if they aren't willing to make an attempt to resolve their problems.
So, if your questions SOUND like homework, they will be TREATED as though they were homework, unless you can qualify your question with an explanation WHY it's not homework.

People will also be unhelpful if they get the impression that you didn't do any research of your own first.
This section of yahoo is chock full of the most idiotic questions; lazy people asking stupid questions is one of the reasons why people on SO can seem pretty strict and impatient.
The basic rule of thumb is that the quality and helpfulness of the answers is determined by the quality of the question.
