I think you're kidding yourself with this phrase "simple OS" - an OS by its very nature isn't simple. They're pretty tricky to make, and besides, why would you bother when there are so many around already?

Try running Linux with FVWM or WindowMaker - they are both minimal desktop environments, and should suit your needs perfectly.

Windows Embedded _is_ an OS in it's own right - it's not a tool for creating new ones. I think somewhere along the line you are unaware of what an OS actually is, and how much work goes in to designing, coding, and testing one.

How about an OS that JUST ALONE has a browser, and the necessary network drivers?

OS's have become complicated, having many programs, features, the interface and the appearance, and system files. There are many reasons. And also the patches.

I think the best route for you to go with this, is to go to the Linux homepage and request someone to code something for what you want. Truthfully, that's the best avenue for getting the OS you want. Linux is the most flexible and still widely used (just in case you need help). That and it's very adaptable so you can add features on as you go.
