Creating a library?

Say i want to write a library in C or C++. I could create
a .c file and .h file for my functions. But i'm wondering how do i create and use a .lib file instead?

i'm uncertain in case you're doing this progression at a database point or at programming/scripting point. If at Database point, the terrific way is to jot down saved ideas based on the function. If in programming, there are a number of techniques. i could advise scripting like Perl or Python, can create your person scripts/modules/applications for various function, and contact them based on the requirement.
