You don't write it to the PSD.



You need to look at the .PSD and determine what parts or graphics can be re-created with CSS. Example: borders, shadows etc. can be produced with CSS3 functionality, while others can't (dotted lines with gradient applied or something) and you crop them.



I'd suggest to look for tutorials on these stuff and start from HTML/CSS basics and then move to analyzing a .PSD document. There is plenty of them on YouTube, Google etc.

There is no one-button click to convert a PSD file into html. However, you can use Adobe Bridge and Adobe Dreamweaver if you have the CS package. These will allow you to incorporate the design elements and write the coding behind them.



As for the CSS, you'll just have to write it. In Dreamweaver though, there are lots of user interfaces, color coding and auto-completes that make it easier.
