You can post your project requirements at freelance websites like http://getafreelnacer.com/ , http://scriptlance.biz/ , http://eufrelance.com/ ,etc and let many web designers bid for your project. From average bid posted for the project , you can get fair amount of idea on how much to charge for a project.

That's quite a complicated site, with some pretty heavy Flash work. This isn't something that a casual Flash Designer/Developer can do. You'll surely need a specialist, with serious Flash expertise.
You can expect the entire site to cost a pretty penny- probably $5,000 - $10,000, if it's done by a Flash Specialist with solid credentials.

well, if your a web designer then obviously your gonna charge for making a flash site. That sites pretty hefty that's lot of work. it depends on how much information has to be added and if your starting from scratch or using a template, if your staring from scratch you could be talking £500-£600 and up.

you can, you can charge on the difficulty on making the flash and then you can charge for small add'ins.
i would say about fourty to start with, and the more difficult it gets about five to ten dollars more. its not expensive that people dont want to pay you, but then its cheap enough where you do get good money.

If you make the flash I don't see why there would be any problem to make it available for purchase. Unless of course you didn't make the flash and ripped off somebody's work.
As for the price, I am not too good with pricing things myself. try a price that sounds reasonable to you for your work. and build off of that price.
