The answer to this is a little complicated, because the concept of "tabs" has existed since before the World Wide Web, and web browsers. The first application that used tabs was version of Gosling Emacs, a text editor, and that was in 1988. However, the first web browser to use tabs was NetCaptor in 1997.
Pretty soon, major web browsers started including this feature;
Opera in 2000,
an early version of Firefox in 2002,
Safari in 2003,
and (finally) Internet Explorer in 2006.

Firefox started Tabbed Browsing then IE incorporated it in IE 7. When the idea of tabbed browsing is open source, there is no theft in incorporating a general idea into your browser...
