It may be something that someone did (manually) with a stylus and a wacom tablet, then set the color in photoshop and put a uniform border around it. As far as font design/typography is concerned, it is hideous.

Its not necessarily a font. It can be done just by anyone in any image maker. For different fonts (only images can be made) try out the 3D Text maker.

doesn't look like a commercial font. looks like somebody used photoshop to draw out the letters with a pencil tool. one layer has the letters, then created a second layer with a gradient on it. the gradient layer is then turned into a clipping mask on top of the first layer.
